Director’s Message

The Quality Enhancing Cell (QEC) was established in 2015 by the Textile Institute of Pakistan (TIP) in Karachi, with support and collaboration from the Higher Education Commission’s (HEC) Quality Assurance Agency (QAA). It is one of the 24/7 Cells that the HEC has established to date in both public and private sector universities and institutions of Pakistan. These cells believe to be the concept of “Improving the Quality of Education through Continuous Learning”.

Our students are highly sought after in the textile industry because of the continuous emphasis on quality assurance in the learning process. Almost all of the graduates with various degrees have found jobs in the sector, so far. To date TIP has Alumni of well over 1900 students.

Feedback is the backbone of the SAR process, and there are six forms of input that must be submitted: course evaluation by the students, teacher’s evaluation by the students, faculty course evaluation, graduating survey by the students, alumni survey & employer survey.

Online feedback processing takes place before the end of the academic term. The QEC communicates with each program’s coordinator to arrange for the online survey arrangements with the IT department. Students fill out the online survey and the QEC gathers and examine the data to provide statistical reports.

The QEC is successfully complying with the QAA-HEC requirements particularly the Self-Assessment (SARs) of all undergraduate programs, Self-Institutional Performance Evaluation (Self-IPE) and IPE visit by the HEC Review Panel.

Functions

To guide members of the Program Team (PT) to prepare Self-Assessment Reports (SARs).
To educate coordinators and stakeholders about the goals of the SARs and their responsibility for complying to the observations submitted by the members of the Assessment Team (AT) in order to improve the quality of education.
To provide advice to the management and academic heads regarding their role in improving high-quality education.
Organizing student awareness workshops for the purpose of survey and feedback forms
To organize the Sindh-HEC & QAA/HEC, Islamabad, review meetings.
To inform the authorities of any revision/recommendations or amendments relevant to academic matters, received from the Sindh-HEC, QAA/HEC, Islamabad.
To attend the national and international conferences, seminars, workshops, and meetings.
To prepare and submit the University Portfolio Report (UPR) and Yearly Progress Report (YPR) for QAA/HEC Islamabad
To manage and coordinate HEC-IPE and Self-Institutional Evaluation (Self-IPE) QEC

Achievements

The QEC has played an essential part in providing assurance of quality to its stakeholders and customers by maintaining the principle of continuous quality enhancement. The most significant highlights during 2019–20–2023–24 can be viewed here.

Successfully completed process of SARs of all programs being offered in the YPR-2021-22, 2022-23 and following same practice till date.

First-time conducted Self-IPE 2021-22& continued in the following year 2022-23.

Successfully managed first-time IPE conducted by the HEC team in the March, 2022.

Prepared most of the following documents & policies and got the approval from the concerned bodies;

Since managing and preparing academic and administrative documents in the format advised by
the QAA/HEC and completing the mandatory “Feedback& Survey” forms are the main goals of
the Quality Enhancement Cell (QEC). Under the guidance, leadership, and encouragement of the
President, and with the complete cooperation of the coordinators, faculty members, and
stakeholders, the institute’s QEC score increased over time. This has been addressed by the
HEC/QAA.

Improvement in Yearly Progressive Report (YPR) Score Cards by the QAA/HEC

Institutional Performance Evaluation (IPE)

In accordance with the HEC IPE Manual, the QAA-HEC conducts the Institutional Performance Evaluation (IPE) of all universities and institutes.

The University/Institute Portfolio Report (U/IPR), which contains information and data concerning the Eleven (11) Standards, is to be prepared.

The U/IPR, after completion and review, is submitted to the QAA-HEC that forms the IPE Review Panel (IRP) comprising senior academicians and QEC/QAA personnel.

The IPE Review Panel (IRP) follows a set schedule when visiting the University or Institute for three days. In addition to reviewing the documentation, the IRP interacts with students, faculty, deans, chairs, and heads of departments while visiting the library, classrooms, labs, and other facilities. Following HEC approval, the report is handed in to the university or institute. In collaboration with the relevant departments, the QEC drafts the Action Plan and executes the necessary follow-up tasks. In case, if there is no QAA-HEC visit, the University or Institute can still use the Self-IPE practice.

The Review Panel (Dr. Syed Muhammad Ahsan, Qarshi University Lahore, Dr. Yasir Nawab
NTU, Faisalabad, Dr. Ali Imtiaz Bahria University, Islamabad, Mr. Muhammad Waseem NCA,
Lahore, Dr. Saif Ullah, UET Taxila, Mr. Rahim Bux Channa, Isra University, Islamabad and Mr.
Sulaiman, QAD/HEC) of Quality Assurance Agency of the Higher Education Commission
(QAA-HEC) visited TIP to conduct Institutional Performance Evaluation (IPE) from 29.03.2022-
31.03.2022. The Review Panel was assisted by the Director QEC and his Team. During the
opening meeting with the President, a presentation was delivered covering the Institute’s
governance system, academic programs and activities and important parameters related to the
academia. The Panel thoroughly assessed the institute’s University Portfolio Report (UPR-2021-
22) and verified all the related evidences; visited different facilities in the institute including
library, various classrooms, laboratories and sports facilities. The Panel also interacted with the
students, faculty and Heads of various teaching and non-teaching departments.

In the exit meeting, the convener of the Review Panel, Dr. Syed Muhammad Ahsan thanked
the President and his team for the hospitality and facilitation during IPE process and suggested
few areas of attention for future improvements. He, in general, showed his satisfaction and
appreciated the efforts of the President towards enhancement of quality standards at TIP. The
President thanked the Panel and assured to implement corrective and preventive measures in line
with their recommendations.
